“Across everything I build, my instinct is the same: establish fair, transparent rules from the ground up so a system can run on principle rather than arbitrary power.”

Whether in public policy, institutional administration, or musical composition, I am driven by two things: a fascination with self-sustaining systems and a deep intolerance for unfairness. Where rules are absent or broken, authority is easily abused; where the right rules are engineered, complex systems can operate with both autonomy and justice.

That principle defined my first chapter in the labour movement, from founding a union for university librarians in 2008 to spending twelve years negotiating collective agreements and rising to Deputy CEO of a national trade union. My goal at the bargaining table was never merely to put out daily fires, but to codify fairness into structured agreements so workers were protected by clear rules rather than the whim of those in power.

When that chapter concluded in 2022, I returned to the University of Malta as a Senior Manager in the Facilities Management Unit and turned my focus toward doctoral research in Public Policy. Today, I construct artificial societies powered by agentic AI: virtual sandboxes where policymakers can test solutions to “wicked problems” under strict ethical guardrails that protect the least advantaged. Even in music, my method is identical: I start with a single motif or riff, establishing a generative rule, and let the entire score unfold from its internal logic.
